Georgia knows it belongs to Europe and Europe should now make relevant conclusions, Georgian Prime Minister Irakli Garibashvili said at a World Economic Forum panel in Davos on Wednesday.

At the conclusion of his address to Forum participants, Garibashvili used a quote from a Georgian historical figure from the past century, in a comment over Georgia’s European aspirations.

I want to quote a famous Georgian scientist and co-author of the European Constitution, Mikheil Muskhelishvili. He said: ‘Georgia knows that it belongs to Europe, now Europe should make conclusions.’ That’s my last comment,” Garibashvili noted at the conclusion of his address.

The quote used by Georgia’s PM came from the Georgian-French political scientist and lawyer who emigrated to Western Europe following the Red Army invasion of Georgia in 1921.

Muskhelishvili then studied at Göttingen, Munich, Lyons, and Paris. Following a brief stint at the University of Paris, he lectured at the University of Cairo between 1935-1948. In 1948, he became a Professor of International Law and of Political and Economic Sciences at the University of Strasbourg.

Working under his French-styled surname Mouskhely, he wrote a number of works on federalism, and drafted, together with Professor Gaston Stefani, a 1948 European federal constitution which was submitted to the International Coordinating Committee of the Movements for European Unity.
