‘Borderisation’, illegal detentions, Covid-19 in focus of recent IPRM meeting

The 99th Incident Prevention and Response Mechanism (IPRM) held in Ergneti, close to the Russian-occupied Tskhinvali region earlier today, focused on issues ‘pertaining to stabilisation and normalisation’, the European Union Monitoring Mission (EUMM) has announced.
The participants of the meeting discussed ‘borderisation’ processes along the administrative boundary line, detention cases and wider effects of the Covid-19 pandemic.

The meeting was co-facilitated by, Head of the EUMM in Georgia Ambassador Marek Szczygieł and Special Representative of the OSCE Chairperson-in-Office for the South Caucasus Ambassador Annika Söder.
They both commended the commitment of the participants to the IPRM and stressed the importance of continuing the effective use of the EUMM-managed hotline, in particular with a view to the upcoming Easter festivities.
Ambassador Szczygieł called for a humanitarian approach during these days and special attention to the corresponding needs of the local population. While Ambassador Söder encouraged all stakeholders to find solutions to decrease the challenges faced by the conflict-affected population and emphasised the value of dialogue and pragmatism”, EUMM reported.
The two co-facilitators took note of recent changes concerning freedom of movement and related pandemic measures. They also called on participants to implement further solutions to improve the socio-economic situation stemming from the negative impact of the Covid-19 pandemic and the ongoing closure of the crossing points along the ABL.
The next IPRM meeting, which involves de facto Tskhinvali authorities and central government of Georgia, and is co-facilitated by the EUMM and the OSCE, will be held in June.

The European Union Monitoring Mission (EUMM) in Georgia is marking 13 years since its establishment. EUMM was established after the Russia-Georgia 2008 war to monitor the EU-brokered ceasefire 6-Point agreement between the countries, but the mission has no access to the occupied territories of Abkhazia and Tskhinvali (South Ossetia).
