The State Audit Office of Georgia reported yesterday that the state pension information management system (IMS), managed by the Healthcare Ministry’s Social Service Agency is ‘outdated’ and ‘fails to integrate’ with other systems of the agency.
In its report covering the IMS performance in 2014-2019, the State Audit Office said the system ‘is not centralised’, which means that the software has been individually installed on every working computer without interconnection.
Moreover, the data processed by different users is being filled manually and requires merging databases and further validation.
Therefore, the State Audit Office said, the ‘business management process’ of the state pension ‘is not productive and requires intensive hand-held processes’, which ‘increases the risks of data processing accuracy and reliability’.
To improve the process, the State Audit Office recommends the Social Service Agency to harmonise the state pension software with its other systems and ensure their further compatibility.
It also recommends the agency to ensure automatic exchange of data between the head office and territorial units of the agency, reducing manual procedures and increasing information security.
