Georgian PM highlights decreasing number of ECHR complaints against domestic penitentiary

Georgian Prime Minister Irakli Garibashvili on Monday highlighted the decreasing number of cases filed against conditions in the country’s penitentiary system in the European Court of Human Rights, in his end-of-year report summarising the work of his Government.

Garibashvili said the number of cases accepted by the ECHR had dropped from over 3,000 to 147, a 20-fold decrease, due to a “radical and real” transformation of the country’s penitentiary system that occurred in a decade.

He said the condition in the domestic penitentiary system had been “unbearable” under the previous Government with “systematic torture” and “inhumane treatment”, and noted since 2012 the ECHR had not received a complaint from the Georgian penitentiary system.

The PM also said “very important” reforms had been implemented in the penitentiary institution, including improved living conditions of prisoners, professional training and retraining centres, digital university and many more.

The official also noted more than ₾180 million ($66 mln) had been spent on the renovation of the “entire infrastructure” of facilities in the last 10 years. 

He said a new criminal code was adopted this year, aiming to further strengthen the guarantees of protection of the rights of the offenders and the convicted in accordance with modern standards.
