A gunman reportedly armed with an assault rifle stormed the Embassy building in capital Tehran before shooting the victims.
Azerbaijani President Ilham Aliyev called the assault "an act of terrorism", with his office announcing the evacuation of its diplomatic office and blaming Iran for the incident.
In his comments, Tehran Police Chief Hossein Rahimi said the assailant had been arrested and cited the offender’s "personal and family problems".
