Final phase of Enguri HPP renovation to kick off with EBRD, EU support

The fourth and final stage of the renovation of the Enguri hydropower plant, Georgia’s largest electricity producing facility, is starting in the country’s north-west with the support of the European Bank for Reconstruction and Development and the European Union.

The EBRD is providing a €28 million sovereign loan for the purpose, while the EU is issuing a grant of €7.05 million.

The plant’s operating company, Engurhesi, told Agenda.ge the effort was a continuation of repair works of 2021.

Since the station is in working condition, it is impossible to carry out all necessary work at the same time. Therefore, the current phase involves new works that could not be carried out in the case of the previous phases, including [...] installation of an emergency disc lock on the pressure pipeline [and] replacement of old electrical equipment”, the company said.

The EBRD said the financing package would include “long-term structural stability works” on the dam, as well as repairs to the underground tunnel and penstock to ensure a “more reliable” power generation and grid system. 

In addition, the investment will reduce water leakages in the headrace tunnel and enable additional renewable energy production”, it said.

The funds will also be used to construct roads to monitor the dam, improve the safety of the grid and energy generation, as well as create a fish passage downstream of the dam.

Overall, the EBRD and its donors have supported the Enguri plant with €205 million since 1998.

Built in the 1970s, the energy complex meets approximately 30 percent of Georgia’s electricity needs and is key to the country’s energy infrastructure. It also supplies the country’s Russian-occupied region of Abkhazia with power.
