Georgian Parliament approves ₾32.4bln state budget for 2025, ensuring “full coverage” of state commitments

The Budget and Finance Committee of the Parliament of Georgia on Monday finalised its discussion on the draft law concerning the state budget for 2025, which will total ₾32.4 billion ($11.85bln).

Giorgi Kakauridze, the First Deputy Finance Minister, said the mixed budget of ₾32.4 billion would ensure all state commitments were “fully covered”.

The latest version of the draft reveals an increase in expenditures by ₾1.2 billion ($440mln) compared to the initial proposal, facilitating additional funding for sectors as outlined in a Government programme.

According to the reported estimates, the privatisation forecast within the mixed budget stands at ₾500 million ($182.82mln). The updated projections also indicate tax revenues in nominal terms are expected to reach ₾25.3 billion ($9.25bln), surpassing the initial plans by ₾3.25 billion ($1.19bln).

Allocations for various ministries have been defined as follows:

  • The Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs - ₾8.82 billion ($3.22bln)
  • Ministry of Regional Development and Infrastructure - ₾3.13 billion ($1.14bln The Ministry of Education, Science, and Youth - ₾3.08 billion ($1.13bln)
  • Ministry of Defence - ₾1.73 billion ($630mln)
  • Ministry of Interior - ₾1.40 billion ($510mln) 
  • Ministry of Economy - ₾947 million ($346.25mln)
  • Ministry of Environmental Protection and Agriculture - ₾808.1 million ($295.47mln)
  • Ministry of Justice - ₾442 million ($161.61mln)
  • Ministry of Sports - ₾298.4 million ($109.10mln)
  • Ministry of Culture - ₾297.6 million ($108.81mln)
  • Ministry of Finance - ₾121 million ($44.24mln)
  • Ministry of Foreign Affairs - ₾215 million ($78.61mln)

Paata Kvizhinadze, the Chair of the Committee, emphasised the economic growth had enabled “enhanced financing across all sectors”.

He noted “nearly all” of the 24 recommendations made during the initial review of the draft had been addressed, with only two remaining under consideration.
