PACE welcomes Georgia's “continuous and marked progress” in honouring CoE membership obligations

The Parliamentary Assembly of the Council of Europe on Friday welcomed the “continuous and marked progress” made by Georgia in honouring its Council of Europe membership obligations and commitments since 2014, but added a number of shortcomings and concerns remained.
Approving a resolution based on a report by Titus Corlatean (Romania, SOC) and Claude Kern (France, ALDE) today, the Assembly said the “extremely tense and polarised political environment” in Georgia was an issue of serious concern.
This was a “key impediment” to Georgia’s democratic consolidation, it said, urging all political forces to “place the common good of the nation over any narrow party-political strategies”.
The parliamentarians listed a number of steps the authorities could take to advance electoral reform, increase parliamentary oversight, promote the independence of the judiciary, boost the fight against corruption, expand media freedom, and protect the LGBTI+ community.
The Assembly resolved to continue its monitoring procedure, but said its recommendations provided a “clear perspective” for Georgia’s progression towards post-monitoring dialogue – but only with the “full commitment and political will” of all political forces, from both the ruling party and the opposition, and if there is no “backsliding or regression” in progress to date.
The de facto authorities of Abkhazia have “once again” undermined the principle of the territorial integrity of Georgia, forcing this region further into isolation to the detriment of the local population, Leendert Verbeek, the President of the Congress of Local and Regional Authorities of the Council of Europe (CoE) said in response to the so-called “parliamentary elections” held in Georgia’s Russian-occupied Abkhazia region on Saturday.
Georgia can relate most vividly to the predicament of Ukraine through the ongoing occupation of its own regions by Russia, Givi Mikanadze, a member of the Georgian parliamentary delegation, told the spring session of the Parliamentary Assembly of the Council of Europe on Wednesday.
Marek Szczygieł, the Head of the European Union Monitoring Mission in Georgia, on Thursday welcomed the temporary opening of the Odzisi crossing point into central Georgia's Russian-occupied Tskhinvali (South Ossetia) region by the de facto authorities for the Orthodox Easter celebrations.
The 25th Consolidated Report of the Secretary General of the Council of Europe on the Conflict in Georgia was discussed on Wednesday at the meeting of the deputy ministers of the Council of Europe, the Georgian foreign office said.
Sozar Subari, a member of People’s Power, a public movement composed of the former ruling Georgian Dream party MPs who exited the team in June, on Thursday said “all those” who wanted to “revive” the opposition United National Movement party and “bring it to power” had “realised” it was “impossible” to do so and “now switched to open struggle”.
