The issue of installing fences by the Russian troops across the administrative boundary line of breakaway South Ossetia and digging trenches at the Abkhaz administrative border became the most intensive topic of negotiation at Geneva talks on November 6.
At the twenty fifth round of talks, the Russian side, together with the representatives of Tskhinvali, tried to convince the co-chairs of the talks that the so called wire fences passes the historical border of "South Ossetias Republic. The issue was opposed by the Georgian side.
"South Ossetias representatives presented a video presentation to make clear for the co-chairs where the border line between Georgia and South Ossetia is, the Russian Deputy Foreign Affairs Ministry Grigory Karasin told Georgian journalists.
The Georgian team is led by the First Deputy Foreign Minister of Georgia, Davit Zalkaliani at Geneva talks. He called the process of installing fences a "bordarization and presented the facts of illegal actions.
"The boundary line in the vicinity of the villages Ditsi and Dvani have negatively impacted the humanitarian condition of the local population and which significantly restricts their internationally recognized rights, including freedom of movement, and right to choose the education, Zalkaliani said.
The talks that lasted for eight hours, non-use of force was a key issue which was regularly discussed at the Geneva talks. As before, Grigory Karasin was urgently requesting the representatives of the talks for Tbilisi, Tskhinvali and Sokhumi to work on drafting a joint statement on non-use of force. On the contrary, Georgian side demands from Russia to reciprocate the unilateral non-use of force document Georgia committed in 2010. Russia refuses, citing that it is not a party to the conflict.
Talks launched after the August 2008 war, known as Geneva International Discussions, are co-chaired by representatives from EU, UN, and OSCE which involved negotiators from Georgia, Russia and the United States, as well as from Sokhumi and Tskhinvali.
The next round of Geneva talks will be held on 17-18 December.
