Russia’s “illegal and provocative actions” along the administrative line separating Georgia’s occupied regions from the government-controlled territory, as well as Kremlin’s policy on sovereignty of Georgia and Ukraine were among topics discussed by Georgian foreign minister David Zalkaliani and Toivo Klaar, European Union’s Special Representative for the South Caucasus, on Tuesday.
The foreign ministry said Zalkalani and Klaar had reviewed the “grave environment” in security, humanitarian issues and human rights in the occupied Abkhazia and Tskhinvali (South Ossetia) regions, highlighting the increasing militarisation by Russia along the occupation line.

Attention was drawn to Russia's illegal and provocative actions, including the reinforcement of the occupation line with barbed wire and artificial barriers, and human rights abuses in the occupied territories,” the foreign office added.
Immediate and unconditional release of Georgian citizens illegally detained by the occupation forces, and matters of the restriction of the freedom of movement were at the top of the agenda, with the Georgian FM thanking the EU special representative for his contribution to the work on a peaceful resolution of the Russian-Georgian conflict. Zalkaliani also emphasised the significance of the EU’s involvement in the process.
The meeting also focused on the Georgian government’s efforts in the development of a state strategy for the peaceful settlement of the conflict, as well as the importance of the Geneva international discussions and the lack of fulfilment of the August 12, 2008 ceasefire agreement by the Russian Federation.
