According to the new Constitution of Georgia, the new government will be formed after the Presidents Swearing-in Ceremony on November 17.
The Prime minister will be introduced by the political party with the best results of the elections. In this case, the coalition Georgian Dream is presented with the 85 members in Parliament.
After the governments resignation, the President should present the nominee for Prime minister in seven days.
The Prime minister will select the relevant candidates for the ministers positions during the next seven days to staff the Council of Ministers, and introduce them to parliament with the government program. The parliament can make a decision about the program and ministers with one vote.
The parliament has the seven days for forming a new government.
The government is accountable for the parliament and not for the president, as it was before the amendments to the Constitution. According to the new Constitution, the Prime minister is the head of government.
After the Presidents Inauguration Ceremony, Georgia transitions to the new constitutional model of government. It will have a mixed authority pattern with semi-presidential and semi-parliamentary systems.
