Georgian law authorities have asked the court to impose pre-trial detention in absentia for the border guard who shot and killed a Georgian man near the Administrative Boundary Line (ABL) separating de facto Abkhazia region from the rest of Georgia on May 19.

Last night Georgia’s Chief Prosecutor’s Office named Rashid Kanjiogli as the border guard responsible for the killing, and charged him with premeditated murder.

The Office said Kanjiogli was one of several border guards who confronted 31-year-old Giga Otkhozoria on Thursday afternoon near the ABL however Kanjiogli was the only one who used a gun in the incident.

Kanjiogli then hid in Georgia’s occupied territory after shooting Otkhozoria six times, including once in the face, about 3pm on May 19.

The murder was witnessed by several members of the Georgian public.

Once Georgia’s court satisfies the Prosecutor’s Office’s motion and orders pre-trail detention, a search will be declared for Kanjioghli at national and international levels.

Today Georgia’s Deputy Minister of Internal Affairs Archil Talakvadze said Georgia would use all of its local and international resources to punish all the offenders.

He added for the first time after a four-year pause, the Incident Prevention and Response Mechanism (IPRM) at Gali would resume, and this forum would let conflicting parties discuss this and similar incidents face-to-face.

Talakvadze noted the resumption of the IPRM would become possible thanks to the efforts of Georgia’s State Security Service.

Otkhozoria was on Georgian-controlled territory when he was gunned down by Russia’s border guards stationed near the ABL with breakaway Abkhazia.

Video of the incident showed the victim retreating away from a confrontation when he was shot. After the shooting Otkhozoria was rushed to hospital but he died a short time later.

The incident happened about 2.30pm on May 19.
